On many of Ford's 351 based Siamese bore blocks, it lists the max bore at 4.125. However Dart and World list max bores up to 4.200"
Is 4.25 really the max bore you can do or can the SVO blocks commonly go up to 4.185" or so?

I wouldn't say that SVO blocks "commonly" go up that big, but some of them will, and I'm pretty sure it's slim pickin's by the time the regulars sift through them & leave what's left for the regular public.
The best thing you can do is get it sonic thickness checked. I have a variant of your block in my shop right now that's plenty good at 4.190" bore, but have had the same part number that wouldn't go 4.100" without shifting the bore centers to make it work.
