Put it in a 8.2 deck block .
The recipricating assembly will be much lighter and will accelerate faster than a comparable build in a 9.2 or 9.5 block.

a big bore sleeved 5.4=a 358ci dohc monster.deep skirted 4 bolt main/big dowels locating the mains as well.the stock block is proven to 1400rwhp,and would be even stronger sleeved.factory 5.4 steel crank, and good set of rods and pistons.

ported ford gt(the super car)or shelby gt 500 heads(the same head)reportedly after porting flow around 375-385 cfm.and are easily obtainable.

custom cams speced for the app.

a sheet metal intake.the sullivan intake is a close second, and cheaper.

that should put you in the 700+ hp range(depending on comp. ratio) and be a rev monster(modulars known to rev to 8000+rpm on stock valvetrain components)

that should meet your requirements

There are plenty of Cup parts available that will save you a considerable amount of money.
Most of this will fit a 9.2 deck block.

If this is for a circle track application I'll bet you would see a rule change awfully fast if mad 44 showed up with such a beast...

Probably close to $15K for the long block. But you could build a 400hp 4.6L for $5K.

What is "high" Revs? If they allow yates style heads the best way to go is with the nascar take off stuff as mentioned earlier. Just make sure you get parts that will work together, because a lot of that stuff is oddball.

Otherwise if you are on a tighter budget the N351 iron headed 351 windsor is super reliable and runs very strong.
