I’ve seen Brzinski heads and undercover porting, so what else are these guys doing to sneak performance out of stock class 350’s?

That's not what I would call a stock class 350. More like a pro-mod.
Your biggest advantages will be in the heads and manifold, and it all depends on what you can get away with, without being caught,

Thin rings, light pistons/rods/crank/damper/flywheel.
Coated pistons, valves, chamber, exhaust
7mm valves (he got away with that one longer than you'd expect, as head diameter was correct and with a lash cap, tip looked right.)
A two-core-plug 400" block and crank with #1 hole sleeved to 4" and first rod journal destroked to 3.5". Only worked back when they always checked #1 with the P&G.

if it is circle track racing work on the chassis as there are 4 turns and only 2 straights. I tell them till your driver can drive the whole track without lifting you don't need more power. winged sprint cars is the place HP is king

I thought that unless you can get wheelspin at the end of the longest straight you don't have enough power. (and if you can, you need more wing...)

That's pretty pathetic that some loser would run undercover ported heads in an entry level class. Car owner should be fined and car crushed for his efforts plus public shaming seems like a fair punishment.

The best thing most racers at this level can do for their engines is a set
of heads by someone who knows what they're doing. This excludes 90% of
the yahoos who offer half-ass machine work to local racers. This doesn't
mean Brzezinski top stage type work. Just top quality racing valve job on
good casting choice with whatever chamber, bowl and port massaging that their
knowledge and experience tell them will bring best results and pass.
Combine the heads with a carefully selected cam and correctly set up valve train.
I promise this will put your engine ahead of most, that is until the half-ass built
short block blows up and destroys the good heads and cam
