I was taught only three ways to make HP in IC engines: decrease friction, ie pumping losses, raise BMEP, or raise RPM. Raising RPM is the easiest. I'd go with the higher RPM engine.

Not factoring for aero, parasitic driveline or rolling resistance. Irrelevant to the argument.
Acceleration can be obtained from cylinder pressure, bore area, piston speed, drive wheel speed and vehicle weight.
Increasing the first three will improve acceleration. The higher the last two are the acceleration goes down.
No torque, no gears, no BS in the mix.

Horsepower. Key word there is "accelerates". HP by definition is the amount of time it takes to move an object of a specific weight over a specified distance. Hard (impossible) to determine which of the 427's will be faster (quicker) at the dragstrip. Car weight, gearing and several other factors are of utmost importance in this matter.

There's a reason the NHRA limited RPM in Pro Stock, and why you don't see 6000 rpm "truck" engines in F1.
