The best way to describe it is to look at a 1 ton and larger truck.

On a full floating rear, the only thing the axle shaft does is make the wheel turn. The wheel is held on with a set of bearings like a front wheel. If the axle breaks, the wheel stays attached but won't be powered.

A semi floating axle is found on 1/2 trucks, some light duty 3/4 ton and many cars. With this application, the axle makes the wheel turn and holds the wheel on. If the axle breaks not only will the wheel stop receiving power, it may fall off depending on the type of outer bearing.
