The modifications were not RESPONSIBLE for the deaths though they may have LED to them ... the people involved with doing the modifications who are suppose to have a brain and know what they are doing, are the ones having that responsibility.

They implied that the owner modified the car. I don't have a cat on my truck either. But I don't have holes cut in my hood, which I don't see how it would lead to CO poisoning since it apparently came through the vents.
