Generally, 60' is chassis, tires, gears, flywheel/stall and lowest weight. MPH is highest horsepower/lowest CD and ET is best combination of all the above.

Maybe CoG, both height and fore-aft, too.

Food for thought:
More important than 60’ is the 330’. Because in that length of time, you should have made a gear change. You will find some quick 60’ cars that are slower to 330’ than a slow 60’ car.
First couple of things to look at would be tire design and transmission splits.
