Any honda tecs? 2000 accord no cold idle

My kid picked up a 2000 Honda accord 2.3 4 cyl engine std trans If you unplug the IAC when engine is warm it idles just over 500 rpm then you shut it off plug the IAC back in and start it up its good when the engine is warm. In the mornings when engine is cold it has no fast idle on startup what could be causing this?
