Well I'll refine my answer a bit...since the 4" arm is likely an import aftermarket deal I'd keep it under 6500. A stock Mopar crank is hard to break unless you really try... Cam King spec'd a cam for my sbm (dirt late model) that's really not far off from what you have now... His stuff often specs pretty low compared to what you might expect.
My deal is a 4.030 x 3.79 with a ported set of W2's expected to run about 7200...

He said stock W2's so your number should be pretty accurate.
My heads have a nice port job and flow 280-ish according to the original builder... I've been told a competition port will beat 300 with enough lift but it sounds like his rules won't allow that.

Some of the guys over on Moparchat seem to think the 4" crank is a but much for longevity but I've never run one.
