Generally between 75 and 90% from what I've seen. It need a small amount of gas to improve early vaporization, get the fire started.

Your question is not clear and a clear question will get you a clear answer.
Are you carbed or EFI?
Are you asking what % of ethanol mixed with gas (75%-90%) works best? I think it may depend on ambient temperature at time of operation. My application starts and runs like crap below 65F until the motor is hot on pump E85.
Are you asking what mixture ratio in air for E85 specifically? Unlike gasoline fuels, alcohols have a wide tuning tolerance. It is generally safer to be on the rich side and it carries little power penalty within reason.

In that case it might be an interesting experiment to bleed a small percentage of hydrogen into the inlet airstream. There doesn't seem to be a reliable figure for the ideal blend. For pump e-85 it stands to reason that the higher the ethanol percentage, the less 87 octane you'll be running through the engine. With race E-85, like the Renegade Pro E-85, customer feedback says that 85% works just fine. We also sell a fair amount of Renegade Pro E-98, some use it to blend down, others run it as is.

No help for the original question, but an engineer told me "they" put 15% gas in E-85 for 2 reasons. Cold starts, and to keep people from drinking it. Perhaps e-98 has 2% something that's poison, or otherwise non drinkable.
I used to be a people person, but people ruined it.
