On a steel roller, came with a 3/8 unc thread.
Are they able to be drilled and tapped for a 7/16 or 1/2" unf or are they too hard?

If the opposite end of the cam isn't used, you could test a drill/tap. This will confirm, on your specific core, whether it's feasable.

I think that if its a steel billett roller and made out of 8620 material its going to be heat treated and harder than hell to drill and tap lots of luck

Probably drill it with a, "hard-bit", like a Cobalt type.
I was at SEMA years and years ago and a guy was hawking them. He let me drill through the middle of a big Nicholson bastard cut file! Then a rear end leaf spring!

The center of the cam won't be real hard and it usually is pretty easy to drill and tap to 7/16-20
