1949 Cadillac question

1949 Cadillac question
The oil pump intake seal. Looks like a thick white fuzzy washer. Comes with a stick. How do you install it and does it get stuffed into the hole the pickup goes into or installed on the pickup tube first? There was nothing there when pulling engine apart. Thanks for any help.

After studying this for a while I think I have it figured out but would be nice to have someone confirm it.

I would think it would need to be loaded on the tube first.
