Update. Installed a C&S dual needle and seat carb. Same exact dyno results. This is a new build that another shop did so I'm going into this blind. Pulled the timing cover to verify the cam was installed correct. Verified that the cam was in fact what was claimed. No problems there. I verified actual compression ratio. It's 13.6 not the 15.2 that was claimed which explains the low cranking compression. Pulled the pistons and noticed that they came out very hard. The bore measured 4.600 at top and 4.601 at the bottom. Pistons were coated and measured 4.5985. Only 0015 piston to wall clearance. No scoring so I think the only thing that saved it was the coated pistons.

I have seen this lower CR than what was stated by the builder and this is done to make sure the owner does not screw up the engine and make the builder look bad.
