I'd set the limiter at 5800. This is not a high rev bullet. It's a torque deal, use what it gives you.

Scat 2-ICR5700 rods. Bushed, weight matched, capscrew 4340 I beam rod, $250.00. It will clear a 0.40" lobe lift sandard base circle cam with very minor massaging. Someone here had a customer using them throwing nitrous on a motor with a total of 700 HP with no failures. I have been abusing a couple of sets for 10 years, and they still measure as new. KB, Speed Pro, and Probe make good quality forgings in the $400 to $500 range that will work well. Lighter reciprocating components will allow the stock crank to live a long life. Hyper pistons tend to be lighter, about $150 cheaper and can work well if you don't do anything stupid. Flat top pistons and 64 CC heads make 11:1 CR. 76 CC heads will be about 9.8. If you start putting expensive aftermarket parts in a stock 400 block, have it sonic tested for bore thickness. These blocks need to be decked and bore/honed with a torque plate because the bolt holes are very close to the cylinder walls. Everything on a 400 needs to be bigger...heads, cam, intake, headers, carb.
So much to do, so little time...
