What is considered "low tension"

My son and I are building an engine for NHRA competition. It is a wet sump small block with a 4.04 bore. What is considered to be low tension? I am measuring with a calibrate "fish scale" and just the oil ring on the inverted piston in the cylinder bores, lightly oiled with 10w30. What can I ghet away with without a vacuum pump? And what about with one at 10-12"hg?
