Lets start with what color is the broken cam core between the lobes?
If its black you have your answer- cheap induction hardened core that has no business in a race engine.

Be interesting if you shared what your current exhaust valve seat angle is at your day job.
Since these steep angles dont work for applications that need to go the distance.

if you add timing and it shows leaner there is a very simple reason why.
You are burning more fuel in the chamber instead of it exiting into the header.
not all of the fuel magically disappears when the plug lights, in particular the unatomized parts.

the pull tractors that wont run with out a full can of ether until they are warmed up are around 10.5 to 11.

look for bind on the side of the pushrod cup in the rocker, as in you need a 210 radius instead of a 180 pushrod.
Since its a sharp rocker, lay a straight edge on the body and see if they are yielding and bowing. Ive seen it before. the SBC sharp style rocker is not very strong.
